National Democratic Decentralization Policy should be formulated with in the frame work of the Constitution.
Political leaders, Academicians, and representatives of non government organizations urged the government to formulate ‘National Democratic Decentralization Policy’ at the luanching program of ‘Democratic Decentralization Campaign’ on 27 August 2008 at the CIRDAP Auditorium, Dhaka, organized by Governance Advocacy Forum.
Mohsin Ali, coordinator of Governance Advocacy Forum delivered welcome speach and also presented the concept note of the program. Professor Dr. Salahuddin M. Aminuzzaman, Public Administration Department of Dhaka University moderated the program while Motia Chowdhury, Former Minister & Presidium member of Bangladesh Awami League, Mahmudur Rahman Manna, Organizing Secretary of AL, Gayashwar Chandra Roy, Former Minister and Joint Secretary of BNP, Economist Dr. Atiur Rahman, Jatiya Samajtantrik Dal President Hasanul Haq Inu, Mujahidul Islam Selim, General Secretary of Bangladesh Communist Party, Jatiya party leader Ziauddin Ahmed Bablu, Professor Dr. Akhter Hossain, Public Administration Department of Dhaka University, Sarder M. Asaduzzaman, Program Officer, HRGG-PSU, DANIDA and Shila Tasnim Haque, Senior program Officer of The Asia Foundation were present at the program as special guest.
Mohsin Ali Said, no government took initiatives to formulate a national decentralization policy even after passing 37 years since the liberation year. The present caretaker government is in office since January 2007 and has embarked on formulating a number of policies on various areas affecting the national life. While presenting the concept note he said that the pupose of the concept paper is to introduced the subject and solicite opinion and ideas from the relevant quarters and concerned stakeholders to developed a position paper on Decentralization. It is percieved that thus developed position paper will be used for the purpose of advocacy for the formulation of a national policy on decentralization.
The moderater added that in our country decentralization means administrative decentralization as a result all power and authority depends on bureaucrats decisions. Such kind of decentralization never been contribute to local development. So it is mendatory to ensure public participation in the decision making process for local development.
Matia Chowdhury said that decentralization is the pre-condition of democracy and the country’s development will not be ensured without decentralization of politics, administration and finance. Hasanul Haq Inu opind that the arena for collection of local revinue should be identified in the right way. He also said that local justice, salish and local policing system runing is important. Decentralization is not possible without politics. The BNP’s joint secretary General Gayasher Chandra Roy said the audit system should be introduched in the local government bodies so that corruption can be traced. Prominent economist Dr. Atiur Rahman said, every local government body should have a mini- parliament where elected leaders will make their own plans and budget
AL leader Mahmudur Rahman Manna said that Awami League has similar opinion on decentralization. He added that government should develop mechanism for financial decentralization of local government. Ziauddin Bablu told that JP has introduced decentralization through formulation of Upazilla parishad.. Local government should be more effective for proper democracy. Muzahidul Islam Selim said, Decentralization is not possible without democracy. Public power is essencial for establishing self governed local government which will ensure decentralization.
Dr. Akter Hossain focused on three issue on the concept paper that is; How the decentralization determined, whats the level of decentralization, whats the mechanism of decentralization. He added that if we give emphasis on the above area, decentralization ampaign will be more effective to establish decentralization in the areana of politics, administration and finince. Sarder M. Asaduzzaman of DANIDA told that it will be more effective if the decentralization status of Bangladesh added in the concept paper. He also said that it is mandatory to give importance to decentralization in the national planning process. Shila Tasnim Haq in her berife speech told that decentralization is not a new issue. The mentioned other two issues are closly related with the political decentralization. Another issue that is peoples empowerment is more important. She recommended to include minorities and indigenous issue along with women issue.
After the welcome speech on behalf of Governance Advocacy Forum Aroma Dutta, Executive Director,PRIP Trust, Sayed Nurul Alam, Executive Director, SAP- Bangladesh, Rokeya Kabir, Executive Director-BNPS, Sahana Hayat, Country Director, VSO- Bangladesh, Zakir Hossain, Executive Officer, Nagorik Uddag, Kartick Chandra Mandal, Coordinator, Manusher Jonno Foundation, Abdul Awal, Chairman, SUPRO, Ataharul Islam Bulbul, Secretary of BUPF, Ahmed Swapan Mahmud, Executive Director, VOICE and Akmat Ali Miah, National Project Coordinator of Governance Coalition delivered speech on the above issue. About 150 participants from different sectors along with all electronic and print media took part at the program.
The importance of decentralization has always been recognized by the people at large and various stakeholders.The constitution of the republic has dealt with the issue and incorporated provision for the establishment of effective decentralized local government system in the country. Decentralization has also always been the agenda of actions of successive governments. But petty or narrow political and coterie interest have always hindered the process of true decentralization in the country. So far, no gevernment has come up with a national decentralization policy encompassing political, administrative , fiscal and economic decentralization. In view of the above reality , concerted efforts in the form of policy advocacy are needed to press upon the demand for the formulation of a national decentralization policy from a holistic perspective.
The demands that made from the discussion were; National Democratic Decentralization Policy should be formulated with in the frame work of the Constitution, implement administrative, political and economical decentralization parallelly, Include to govern the central and local bodies by the elected representatives; hand over power responsibilities and resources to the local government by the central government; ensure public participation to the all development process; ensure one third women participation at all governing bodies; and clear declaration from political parties to implement decentralization. |
